I myself might be inclined to use it as a vase rather than a watering can (or simply to put it on a shelf to display as an object) but the handle on the back certainly makes it functional for watering the plants

so that I'd see it morning and night

both of which make perfect sense

just a bit of dust/tiny bits of wood under the glass in one corner

I think it would be especially nice with a few sprigs of lily of the valley

From what I've found, these sea captains are among the most collectible of all nesting dolls, and justifiably so I think as they're pretty charming! I'd guess these date from the 1960s. I believe
