I would guess not too far from where is was painted

so I won't even try to get into them here

and the name Jim Kelley at lower left with planes again and USA

but it seems possible from that that it could be French

My guess is that he was meant to represent Uncle Sam, and I think likely dates to the 1870s or so, when representations of the character had become widely popular. Clearly, with hole in his belly for a dowel, and large, flat
